Reasons for Change in Appropriation

The appropriation has decreased by $428,000 to $9.535 million, due to:

  • a transfer of $272,000 to address priorities identified in the Justice Sector Four-year Plan
  • a transfer of $84,000 to 2013/14 to fund priorities identified in the Justice Sector Four-year Plan, and
  • a transfer of efficiency savings of $74,000 to 2013/14.

Offset by an increase of $2,000 due to baselines being adjusted for the change in the capital charge rate.

Policy Advice - Treaty Negotiations and Marine and Coastal Area (Takutai Moana) Act

Representation - Waitangi Tribunal and Courts

Reasons for Change in Appropriation

The appropriation for Policy Advice - Treaty Negotiations and Marine and Coastal Area (Takutai Moana Act) has increased by $612,000 to $1.307 million, due to:

  • a transfer of $700,000 within the MCOA to Treaty Negotiations and Marine and Coastal Area (Takutai Moana Act) to align funding with anticipated work programme activity, and
  • an increase of $1,000 due to baselines being adjusted for the change in the capital charge rate.

Offset by:

  • a transfer of $79,000 to address priorities identified in the Justice Sector Four-year Plan
  • a transfer of $6,000 to 2013/14 to fund priorities identified in the Justice Sector Four-year Plan, and
  • a transfer of efficiency savings of $4,000 to 2013/14.

The appropriation for Representation - Waitangi Tribunal and Courts has increased by $481,000 to $2.701 million, due to:

  • a transfer of $301,000 due to delays in historical inquiry work because of increased demand for urgency hearings
  • a transfer of $200,000 from Treaty Negotiations and Marine and Coastal Area (Takutai Moana) Act for costs associated with Tribunal and court hearings, and
  • a transfer of $18,000 to address priorities identified in the Justice Sector Four-year Plan.

Offset by:

  • a transfer of efficiency savings of $19,000 to 2013/14, and
  • a transfer of $19,000 to 2013/14 to fund priorities identified in the Justice Sector Four-year Plan.

The appropriation for Treaty Negotiations and Marine and Coastal Area (Takutai Moana) Act has increased by $2.923 million to $26.834 million, due to:

  • an increase of $2.500 million to facilitate the participation of yet-to-settle iwi in the Government share offers policy programme
  • an increase of $1.100 million to provide for funding for the Crown's participation in dispute resolution processes with Waikato-Tainui and Ngai Tahu in relation to the relativity mechanisms in their deeds of settlement
  • a transfer of $733,000 to address priorities identified in the Justice Sector Four-year Plan
  • a transfer of $173,000 for deed drafting and negotiation expenses delayed by operational delays caused by Waitangi Tribunal urgency inquiries, and
  • an increase of $10,000 due to baselines being adjusted for the change in the capital charge rate.

Offset by:

  • a transfer of $700,000 within the MCOA from Policy Advice - Treaty Negotiations and Marine and Coastal Area (Takutai Moana) Act to align funding with anticipated work programme activity
  • a transfer of $210,000 to 2013/14 to fund priorities identified in the Justice Sector Four-year Plan
  • a transfer of efficiency savings of $383,000 to 2013/14
  • a transfer of $200,000 to Representation - Waitangi Tribunal and Courts for costs associated with Tribunal and court hearings, and
  • a transfer of $100,000 from Vote Treaty Negotiations to Vote Arts, Culture and Heritage to help fund a project that is recording the history of the Treaty of Waitangi.

Reasons for Change in Appropriation

The appropriation has increased by $3.481 million to $16.083 million, due to an expense transfer from 2011/12 to 2012/13 of $3.681 million for processing expected levels of funding applications, including pre-mandate and sub group bids.

This was offset by a fiscally neutral transfer of $200,000 to fund costs associated with the new appropriation Non-Departmental Other Expenses: Contribution towards Northland Waitangi Tribunal hearings.

The appropriation has decreased by $12.882 million, due to a transfer of $13 million for 2013 to 2017 as a contribution to the Marine and Coastal Area (Takutai Moana) Act 2011.

This was offset by an increase of $118,000 due to a transfer from 2011/12 resulting from delays in receiving and processing funding applications under the Marine and Coastal Area (Takutai Moana) Act.
