Reasons for Change in Appropriation

This appropriation will decrease by $1.306 million to $54.765 million in 2012/13.

This is due to: a decrease in third party funded activity ($2.522 million); an expense transfer to 2013/14 for Ministry for Primary Industries organisational transformation programme ($27,000); and retention of 2012/13 underspends to meet staff remuneration cost pressures in 2014/15, 2015/16 and 2016/17 ($24,000). These changes are offset by a reallocation of revenue Crown funded resources between output expenses ($1.261 million) and increased services to other public sector agencies ($6,000).

This output class is limited to implementing policy decisions, operational policy, and administering legislation relating to food safety matters, and ministerial servicing.
Policy Advice
This output class is limited to the provision of advice (including second opinion advice and contributing to policy advice led by other agencies) to support decision-making by Ministers on Government policy matters relating to food safety.

Explanation for Use of Multi-Class Output Expense Appropriation#

This multi-class output expense appropriation contains output classes that contribute to creating an environment where food is both safe and suitable, while supporting the necessary regulatory platform for improving New Zealand's economic prosperity.

Reasons for Change in Appropriation#

This appropriation will increase by $433,000 to $4.804 million in 2012/13.

This is due to: reallocation of revenue Crown-funded resources between output expenses ($440,000); an expense transfer from 2011/12 for implementation of the Food Bill ($385,000); an expense transfer from 2011/12 for the merger of Ministry of Fisheries and the Ministry of Agriculture and Forestry ($27,000); an increase in third party funded activity ($16,000); and increased services to other public sector agencies ($4,000).

These changes are offset by: the retention of 2012/13 underspends to meet staff remuneration cost pressures in 2014/15, 2015/16 and 2016/17 ($404,000); and an expense transfer to 2013/14 for the Ministry for Primary Industries organisational transformation programme ($35,000).

Reasons for Change in Appropriation#

This appropriation will decrease by $2.348 million to $1.404 million in 2012/13.

This is due to: a reallocation of revenue Crown-funded resources between output expenses ($1.581 million); a decrease in third party funded activity ($661,000); retention of 2012/13 underspends to meet staff remuneration cost pressures in 2014/15, 2015/16 and 2016/17 ($118,000); and expense transfer to 2013/14 for the Ministry for Primary Industries organisational transformation programme ($10,000).

These changes are offset by an expense transfer from 2011/12 for the merger of the Ministry of Fisheries and the Ministry of Agriculture and Forestry ($22,000).

This is due to: reallocation of revenue Crown-funded resources between output expenses ($2.451 million); the retention of 2012/13 underspends to meet staff remuneration cost pressures in 2014/15, 2015/16 and 2016/17 ($590,000); an expense transfer to 2013/14 for implementation of Food Bill ($300,000); an expense transfer to 2013/14 for negotiation of free trade or closer economic partnership agreements (FTA/CEP negotiations) ($225,000); an expense transfer to 2013/14 for the Ministry for Primary Industries organisational transformation programme ($84,000); and an expense transfer to 2013/14 for random testing of imported food ($50,000).
