Reasons for Change in Appropriation

The appropriation has increased by $2.664 million to $22.791 million, due to:

  • an increase of $1.092 million following a review of the methodology for allocating corporate and administrative expenses to outputs
  • a transfer of $900,000 from Representation - Waitangi Tribunal reflecting lower caseloads in the Waitangi Tribunal and to support Government's aspirational goal to settle historical Treaty of Waitangi claims by 2014, and
  • a transfer of $730,000 from Vote Justice Policy Advice to fund litigation expenses.

Offset by a transfer of efficiency savings of $58,000 to 2012/13.

Reasons for Change in Appropriation#

This appropriation has increased by $507,000, due to an increase of $949,000 following a review of the Ministry's methodology for allocating corporate and administrative expenses to outputs.

Offset by:

  • an expense transfer of $440,000 from 2011/12 to 2012/13 following delays in programmed demolition work on former schools, and
  • a transfer of efficiency savings of $2,000 to 2012/13.

Scope of Appropriation#

Allows the Crown to undertake research into historical Treaty grievances and ensures the Crown is represented with well prepared documentation and evidence at Waitangi Tribunal hearings.

Reasons for Change in Appropriation#

The appropriation has decreased by $916,000 to $2.056 million, primarily due to:

  • a decrease of $13,000 following a review of the Ministry's methodology for allocating corporate and administrative expenses to outputs
  • a transfer of $900,000 to Policy Advice - Treaty Negotiations reflecting lower caseloads in the Waitangi Tribunal and to support the Government's aspirational goal to settle historical Treaty of Waitangi claims by 2014, and
  • a transfer of efficiency savings of $3,000 to 2012/13.

Reasons for Change in Appropriation

This appropriation has increased by $82,000 which is the result of:

  • a transfer of $1.800 million from the Vote Justice non-departmental output expense Legal Aid appropriation to reflect a change in policy resulting in all claimant funding now being funded from this appropriation, and
  • an expense transfer of $2.782 million from 2010/11 aligning expense with expected demand.

Offset by:

  • an expense transfer of $4.500 million to 2012/13 further aligning expense with expected demand.

Reasons for Change in Appropriation#

This appropriation is a new appropriation and is required to provide financial contribution to applicant groups under the Marine and Coastal Area (Takutai Moana) Act 2011. $300,000 of funding was transferred from foreshore and seabed implementation appropriations previously within Vote Justice.
