Scope of Appropriation

This appropriation is limited to research and research applications to support productivity growth and sustainability of New Zealand's primary industries, and the development of premium food and industrial biological products and technologies responsive to global consumer preferences.

What is Intended to be Achieved with this Appropriation

This appropriation is intended to achieve an improvement in productivity and sustainability for New Zealand's primary sector through research, science, technology and related activities.

End of Year Performance Reporting

Performance information for this appropriation will be reported by the Minister of Science and Innovation in the Vote Science and Innovation Non-Departmental Appropriations Report.

Reasons for Change in Appropriation

This appropriation increased by $900,000 to $94.918 million for 2014/15 as a result of a one-off transfer of $2 million from 2013/14 to reflect the delay in spending from the partnership funds due to some industry groups not submitting applications for the partnership funds as early as they had anticipated.

This was offset by a reprioritisation of $1.100 million to fund the Science in Society project implementation through the Engaging New Zealanders with Science and Technology appropriation in 2015/16.

Building Innovation Potential (M84)#

Scope of Appropriation#

This appropriation is limited to activities which build innovation potential through providing and enhancing access to information, training, mentoring, foresighting, networking and leadership across the innovation system, and facilitating human capital mobility, for both businesses and Research Science and Technology providers.

What is Intended to be Achieved with this Appropriation#

This appropriation is intended to achieve a growth in knowledge intensive firms in New Zealand by contributing to a stronger culture of innovation and increased skills and expertise.

Business Research and Development Contract Management (M84)#

Scope of Appropriation#

This appropriation is limited to selection of businesses or individuals for either the provision of Research Science and Technology output, or the award of grants, and to negotiate, manage and monitor appropriate contracts with these businesses or individuals.

What is Intended to be Achieved with this Appropriation#

This appropriation is intended to achieve the efficient and effective allocation and contracting of research, science and technology outputs and grants to maximise their returns to New Zealand.

Reasons for Change in Appropriation#

This appropriation increased by $4.378 million to $11.208 million for 2014/15. The increase relates to:

  • $3.700 million transfer from Non-Departmental Expense: Realising the Benefits of Innovation appropriation due to a redistribution of indirect costs to this appropriation (the original appropriation was set on the basis of direct costs only) and an increase in business facing staff
  • $390,000 transfer from Non-Departmental Expense: Repayable Grants for Start-Ups to reflect the administration of the repayable grants program by Callaghan Innovation, 5% of this funding was intended to be available for this purpose, and
  • $288,000 transfer from Advice and Support on Shaping the Science and Innovation System MCA, Contract Management category to reflect the transfer of the grants and investments processing functions moving to Callaghan Innovation from the Ministry of Business, Innovation and Employment in December 2014.

Callaghan Innovation Strategic Investment (M84)#

Scope of Appropriation#

This appropriation is limited to Callaghan Innovation for the development and maintenance of science, engineering, technology, design and other strategic capabilities required to develop, deliver, improve and evaluate its services and activities to meet the immediate and future needs of business and industry, and to facilitate its interactions with Research Science and Technology providers.

What is Intended to be Achieved with this Appropriation#

This appropriation is intended to achieve growth in knowledge intensive firms' global scale and competitiveness through the provision of niche science, engineering, technology, and design services.

Reasons for Change in Appropriation#

This appropriation increased by $6.306 million to $25.829 million for 2014/15. The increase relates to:

  • $3.600 million transfer from Non-Departmental Expense: Realising the Benefits of Innovation appropriation. This movement better reflects attributable costs as Callaghan Innovation becomes fully staffed and implements its business case. Funding to Callaghan Innovation increases as costs for developing and supporting research and technical services for business are better understood
  • $1.506 million transfer from Vote Economic Development and Employment which was incorrectly assigned to Realising the Benefits of Innovation appropriation. This transfer provided correct placement of the $1.506 million for Food Innovation South Island, and
  • $1.200 million transfer from High Value Manufacturing and Services appropriation to support the Food Innovation Network.

Crown Research Institute Core Funding (M84)#

This appropriation is limited to Crown Research Institutes to create and maintain capability that is required for their core purpose and strategy.

Reasons for Change in Appropriation#

This appropriation decreased by $1.078 million to $57.911 million for 2014/15. This is as a result of:

  • one-off transfer of $1.200 million to Callaghan Innovation Strategic Investment to support the Food Innovation Network, and
  • a re-prioritisation of $578,000 to Square Kilometre Array appropriation in 2015/16.

This decrease is offset by an increase of $700,000 transferred from 2013/14 to 2014/15 in relation to the Christchurch Innovation Precinct project.

This appropriation is limited to activities that build the level of, and returns from, science and technology-driven innovation through providing tailored brokerage and access to advice, technical services and facilities, and creating linkages, projects and collaborations between business and industry and Research Science and Technology providers.

What is Intended to be Achieved with this Appropriation#

This appropriation is intended to achieve acceleration in the growth of the number, size and diversity of knowledge intensive globally competitive firms in New Zealand.

Reasons for Change in Appropriation#

This appropriation decreased by $7.300 million to $16 million. This is as a result of:

  • a transfer of $3.700 million to Business Research and Development Contract Management, and
  • a transfer of $3.600 million to Callaghan Innovation Strategic Investment

This appropriation is limited to the development of skilled people and organisations undertaking research that supports the four themes of Vision Matauranga; indigenous innovation, environmental sustainability, health and social well being, and exploring indigenous knowledge.

Reasons for Change in Appropriation#

This appropriation decreased by $1.310 million to $5.257 million for 2014/15. The decrease relates to:

  • $310,000 funding being transferred to Vote Commerce and Consumer Affairs to support financial literacy pilot programmes targeted to Maori and Pacific people, and
  • a reprioritisation of $1 million to Policy Advice and Related Services to Ministers multi-category appropriation, Policy Advice - Economic Development category, to support greater regional economic growth in 2015/16 and 2016/17.

Advanced Network Capacity (M84)#

Scope of Appropriation

This appropriation is limited to a grant to contribute to the operation of the Kiwi Advanced Research and Education Network ensuring advanced network capacity that will underpin New Zealand research.

This appropriation is intended to achieve improvement in innovation, knowledge and learning by connecting New Zealand research and education networks to each other and the world through an advanced research and education network.

Australian Synchrotron (M84)#

This appropriation is limited to a grant being New Zealand Government's contribution to the operation of a synchrotron located in Victoria, Australia.

This appropriation decreased by $6.517 million to $983,000 for 2014/15. The decrease relates to a transfer from 2014/15 to 2015/16 to reflect the timing of negotiations over the funding arrangements and decisions on ownership of the facility.

Convention Du Metre (M84)#

Scope of Appropriation

This appropriation is limited to the payment of New Zealand's annual subscription to the Convention du Metre.

This appropriation is intended to achieve the provision of the annual subscription to the Convention du Metre.

Genomics Research Infrastructure (M84)#

Scope of Appropriation

This appropriation is limited to a grant to contribute towards the purchase and operation of infrastructure that will support genomics research.

What is Intended to be Achieved with this Appropriation

This appropriation is intended to achieve an improvement in access for New Zealand scientists to genomics infrastructure and expertise to enhance innovation, economic development and international competitiveness.

Reasons for Change in Appropriation

This appropriation decreased by $3.490 million to $110,000 for 2014/15. This decrease relates to:

  • re-prioritisation of $1.490 million to Science and Innovation Contract Management appropriation for the development of a stronger information and monitoring system for financial years between 2015/16 to 2018/19
  • re-prioritisation of $1 million to Science and Innovation Contract Management appropriation to fund the internationalisation and multi-national corporation attraction work in 2015/16, and
  • transfer of $1 million to the Maori Innovation Fund for Maori economic development.

International Relationships (M84)#

Scope of Appropriation

This appropriation is limited to grants for international research relationships.

This appropriation is intended to achieve improved international flows of people, ideas, investment and trade through support of international research relationships.

Scope of Appropriation

This appropriation is limited to a contestable Fund to invest in initiatives that contribute to the achievement of the economic goals and priorities in He Kai Kei Aku Ringa and the Business Growth Agenda.

This appropriation is intended to achieve identification and development of opportunities for leveraging Maori assets and addressing capability issues identified through the business case development process.

National eScience Infrastructure (M84)#

This appropriation is limited to a grant to contribute to the operation of the National eScience Infrastructure, including high-performance computational infrastructure and associated eScience services, that will support New Zealand research.

Scope of Appropriation

This appropriation decreased by $338,000 to $639,000 for 2014/15. This decrease is a transfer of appropriation to future years to match contract commitments.

This appropriation is intended to achieve effective policy advice and support to Ministers and ensure Crown entities are appropriately monitored.

Reasons for Change in Appropriation

Policy Advice

This category increased by $1.450 million to $6.286 million for 2014/15 as a result of a transfer from the Strategic Leadership in the Science and Innovation Sector category to accurately reflect the use of resources within this MCA.

Science and Innovation Contract Management

This category increased by $1.256 million to $12.430 million for 2014/15. The increases are a result of:

  • $748,000 transfer from 2013/14 to 2014/15 to reflect several National Science Challenges not being able to be approved for funding and could not be implemented and launched in 2013/14, as anticipated, due to the readiness of the applicants and the calibre of proposals received
  • $700,000 transfer from the Engaging New Zealanders with Science and Technology appropriation, to support communications and evaluation activities to implement the "A Nation of Curious Minds - A National Strategic Plan for Science in Society"
  • $620,000 transfer from the Strategic Leadership in the Science and Innovation Sector category to accurately reflect the use of resources within this MCA, and
  • $26,000 adjustment to reflect recoveries from Callaghan Innovation.

The above increases are offset by the following decreases:

  • $550,000 adjustment for contract work that the Ministry of Business, Innovation and Employment has identified that will not be performed. These are projects that are funded by revenue from other departments and third party revenue, and
  • $288,000 transfer to the Business Research and Development Contract Management appropriation to reflect the transfer of the grants and investments processing functions moving from the Ministry of Business, Innovation and Employment to Callaghan Innovation in December 2014.
Strategic Leadership in the Science and Innovation Sector

This category decreased by $2.025 million to $9.119 million for 2014/15. This is as a result of a transfer of $2.070 million to:

  • Policy Advice ($1.450 million), and
  • Science and Innovation Contract Management ($620,000)

categories to accurately reflect the use of resources within this MCA.

This decrease is offset by an increase of $45,000 as adjustments to reflect a secondment at Fulbright NZ and contribution to World Geothermal conferences.
