Reasons for Change in Appropriation
The Ministry of Science and Innovation (MSI) began operation on 1 February 2011. Two new output expenses have been created for the Ministry to represent the new work and role of the organisation. The output expenses are Strategic Leadership in the Science and Innovation Sector, and Science and Innovation Contract Management which both sit under the Multi Class Output Appropriation Advice and Support on Shaping the Science and Innovation System.
The change occurred during the 2010/11 year with the amalgamation of the Foundation for Research Science and Technology (FRST) and the Ministry of Research Science and Technology (MoRST). MSI started on 1 February 2011 and will have only operated for five months to the end of June 2011. The old output expenses for MoRST were Contract Management and Policy Advice in 2010/11 which are represented up to 31 January 2010.
A capital injection for the Ministry has come from Strategic Leadership in the Science and Innovation Sector output expense of $3 million from 2010/11.

The appropriation will decrease by $286,000 to $73.967 million in 2010/11. The reasons for the change in 2010/11 are due to a realignment for contracts decreasing funds by $1.717 million, Science investment priorities being reappropriated increasing funds of $1.580 million to match commitments, and a transfer from Vote Environment of $1 million was received to provide work to complete the third Landcare Database for New Zealand. The money from Vote Environment supports the development of freshwater policy and will help underpin the economic development of land-based sectors. The database will monitor climate change and assess impacts. Finally there is a reprioritisation for Business Research and Development and Commercialisation reducing funds for Environmental Research by a further $1.149 million.

Reasons for Change in Appropriation
Capital expenditure in MSI is primarily investment in information systems that support business processes and information retention within the Ministry. The ongoing investment cycle in those systems does fluctuate across years and movements in 2010/11 reflect the programme change in the cycle. $3 million was assigned to MSI by the way of a increase to Net Assets by way of Capital contribution from Strategic Leadership of the Science and Innovation Sector.
The above appropriation includes capital expenditure for both the former Ministry of Research, Science and Technology (MORST) and the new Ministry of Science and Innovation (MSI). MORST was completely absorbed by MSI on 1 February 2011.
