Reasons for Change in Appropriation

The Ministry of Science and Innovation (MSI) began operation on 1 February 2011. Two new output expenses have been created for the Ministry to represent the new work and role of the organisation. The output expenses are Strategic Leadership in the Science and Innovation Sector, and Science and Innovation Contract Management which both sit under the Multi Class Output Appropriation Advice and Support on Shaping the Science and Innovation System.

The change occurred during the 2010/11 year with the amalgamation of the Foundation for Research Science and Technology (FRST) and the Ministry of Research Science and Technology (MoRST). MSI started on 1 February 2011 and will have only operated for five months to the end of June 2011. The old output expenses for MoRST were Contract Management and Policy Advice in 2010/11 which are represented up to 31 January 2010.

A capital injection for the Ministry has come from Strategic Leadership in the Science and Innovation Sector output expense of $3 million from 2010/11.

The appropriation has decreased by $425,000 to $302,000 in 2010/11. The reason for the change in 2010/11 is due to an expense transfer of $425,000 moving funds from to 2011/12 to match contracts with the Royal Society of New Zealand.

The appropriation will decrease by $4.265 million to $167.962 million in 2010/11. The reasons for the change in 2010/11 is due to a realignment of contracts that decreases the appropriation by $1.702 million, science investment priorities were reappropriated increasing the appropriation by $555,000 to match funding commitments, a decrease due to reprioritisation for Business Research and Development and Commercialisation within the Vote of $1.118 million, and a decrease of $2 million to go towards a response to the Christchurch Earthquake.

The appropriation will decrease by $95,000 to $26.351 million in 2010/11. The reasons for change in 2010/11 are due to a transfer of $711,000 increasing the appropriation for realignment of contracts, a $40,000 increase for the reappropriation of science investment priorities to match funding commitments, and a decrease due to reprioritisation within the Vote of $846,000.

The appropriation will increase by $317,000 to $10.356 million in 2010/11. The reasons for change in 2010/11 are due a transfer of $97,000 increasing the appropriation from Young New Zealanders, and an increase of $220,000 for Business Internships.

The appropriation will decrease by $286,000 to $73.967 million in 2010/11. The reasons for the change in 2010/11 are due to a realignment for contracts decreasing funds by $1.717 million, Science investment priorities being reappropriated increasing funds of $1.580 million to match commitments, and a transfer from Vote Environment of $1 million was received to provide work to complete the third Landcare Database for New Zealand. The money from Vote Environment supports the development of freshwater policy and will help underpin the economic development of land-based sectors. The database will monitor climate change and assess impacts. Finally there is a reprioritisation for Business Research and Development and Commercialisation reducing funds for Environmental Research by a further $1.149 million.

The appropriation will decrease by $1.585 million to $9.147 million in 2010/11. The reason for change in 2010/11 is due to a transfer for Post-Doc Fellowships which decreases funds by $1.085 million, and a decrease due to funds being reprioritised for Business Research and Development and Commercialisation of $500,000.

The appropriation will decrease by $167,000 to $233,000. The reason for the change in 2010/11 is due to a transfer of $167,000 that has gone towards the establishment of the Ministry of Science and Innovation.

The appropriation will increase by $2.754 million to $26.307 million in 2010/11. The reasons for the change in 2010/11 are due to a transfer of $597,000 for the realignment of contracts, an increase of $157,000 for science investment priorities that have been reappropriated to match commitments for 2010/11, and $2 million as a response to the Christchurch earthquake.

The appropriation will increase by $2,604 million to $141.011 million in 2010/11. The reason for the change in 2010/11 are due to a transfer that increases funds by $3.069 million to match funding commitments, Technology Transfer for TechNZ internships of $900,000 that increases the funds, and a decrease to funds for Business Research and Development and Commercialisation of $1.365 million.

The appropriation will decrease by $32,000 to $103,000 in 2010/11. The reason for change for 2010/11 is due to a decrease of $32,000 is to match the agreed subscription level, and more particularly the foreign exchange impact. The annual subscriptions are set by democratic decision by member states.

The appropriation will increase by $12 million to $16.200 million in 2010/11. The reason for the change in 2010/11 is due to an expense transfer of $12 million from 2009/10 to match funding commitments.

The appropriation will increase by $1.326 million to $13.978 million in 2010/11. The reasons for the change in 2010/11 are due to an expense transfer of $1.038 million from 2009/10 to match NZ EU IRSES commitments, and a transfer of $286,000 to match funding commitments.

National eScience Infrastructure (M84)#

In December 2010 Cabinet agreed funding to establish and operate the National eScience Infrastructure facility. The facility is to be operated through a venture invoicing CRIs and TEIs led by University of Auckland.

Reasons for Change in Appropriation

Capital expenditure in MSI is primarily investment in information systems that support business processes and information retention within the Ministry. The ongoing investment cycle in those systems does fluctuate across years and movements in 2010/11 reflect the programme change in the cycle. $3 million was assigned to MSI by the way of a increase to Net Assets by way of Capital contribution from Strategic Leadership of the Science and Innovation Sector.

The above appropriation includes capital expenditure for both the former Ministry of Research, Science and Technology (MORST) and the new Ministry of Science and Innovation (MSI).  MORST was completely absorbed by MSI on 1 February 2011.
