Global Development Assistance (M34)

This appropriation is limited to provision of assistance for development activities for non Pacific Island countries including Asian, African, Latin American, Caribbean, and Middle Eastern countries. The assistance will be provided to development organisations, partner countries and through other delivery mechanisms and be used to implement activities that include humanitarian assistance; design, management, implementation and evaluation of those partner-led activities. The assistance is to be consistent with Ministers' requirement for NZAID to work with development partners to ensure aid expenditure is targeted as close as possible to need.

Scope of Appropriation

This appropriation is limited to advice and representation on international development issues and the management of the New Zealand Official Development Assistance (ODA) programme.

Reasons for Change in Appropriation

This is a new appropriation established for 2011/12 and out years. Former departmental appropriations, Management of ODA Programme and Strategic Evaluation and Advice have been disestablished and transferred into this appropriation. This appropriation has increased by $117,000 to $61.359 million as a result of:

  • an increase of $261,000 arising from foreign exchange movements, and
  • a decrease of $144,000 due to lower depreciation arising from revaluation of the Ministry's overseas properties.

Reasons for Change in Appropriation

This appropriation decreased by $20.500 million to $113.628 million as a result of an expense transfer to the non-departmental appropriation: International Agency Funding. This transfer is due to the 2011/12 impact of the review of the application of the Ministry's accounting policy to recognise the portion of New Zealand's International Agency Commitments which are unconditional obligations under New Zealand's International Financial Reporting Standards (NZIFRS).

Reasons for Change in Appropriation#

The appropriation increased by $20.500 million to $115,000 million due to the 2011/12 impact of the review of the application of the Ministry's accounting policy to recognise the portion of New Zealand's International Agency Commitments which are unconditional obligations under New Zealand's International Financial Reporting Standards (NZIFRS). This is primarily due to recognising three years of funding to the Asian Development Bank for ADFX in one year. This was funded by an expense transfer from the non-departmental multi-year appropriation: Global Development Assistance.
