Reasons for Change in Appropriation

This appropriation was increased by $566,000 to $2 million in 2013/14 due to the higher refunds being claimed by more diplomatic missions resident in New Zealand. The movement was funded from a fiscally neutral transfer from Departmental Output Expense Policy Advice and Representation: Other Countries.

This appropriation will decrease by $2.148 million to $19.607 million in 2013/14. The movement mainly reflects this appropriation's share of savings returned to the Crown ($2.500 million) partially offset by an increase of $352,000 from foreign exchange and overseas inflation movements.

Reasons for Change in Appropriation

This appropriation will decrease by $13.477 million to $66.945 million in 2013/14. The movement arises from this appropriations share of savings returned to the Crown ($13.500 million); an expense transfer for Russia-Belarus-Kazakhstan Free Trade Agreement (RBKFTA) funding for agricultural cooperation ($398,000) and foreign exchange and overseas inflation movements ($421,000).

Scope of Appropriation

This appropriation is limited to the purchase of policy advice and representation directed to the management of New Zealand's foreign trade relations with other countries, bilaterally and in regional organisations, including using New Zealand's international connections to facilitate the flow of trade, investment, skills, and technology and improving the competitiveness of New Zealand business.

Reasons for Change in Appropriation

This appropriation will decrease by $28.221 million to $223.448 million in 2013/14. The net movement arises from:

  • return of $24 million of savings to the Crown
  • an increase of $3.793 million from foreign exchange and overseas inflation
  • an increase of $13.210 million for an expense transfer from 2013/13 for Pacific Island Forum leadership and NZ Inc initiatives
  • an increase of $5.500 million for an expense transfer for Saudi Arabia Food Security Partnership of which $5 million was transferred to NZ Trade and Enterprise to manage.
  • a decrease of $311,000 from the transfer of inter-agency funding for international travel, cooperation and capacity building and promotion and outreach associated with resources for World Trade Organisation (WTO) and Free Trade Agreement/Closer Economic Partnership (FTA/CEP) negotiations
  • fiscally neutral transfer of $10 million to create a new appropriation called Small Island Developing States Conference: Support to Samoa
  • an increase of $524,000 from a higher capital charge arising from the retention of an unrealised derivative gain in the repayment of the prior year surplus
  • transfer of $200,000 from Votes Commerce, Communications and Economic Development for funding for Free Trade Agreement negotiations
  • transfer of $1.300 million for a fiscally neutral transfer to Vote Official Development Assistance in support of Pacific Energy Summit leveraging
  • carry forward $1 million of underspend to 2014/15 for ASEAN NZ Inc initiatives
  • carry forward $1 million of underspend to 2014/15 for planning for planning the Dubai expo
  • transfer of $1 million to Vote Economic Development in 2014/15 for the establishment of a Government-to-Government office hosted within NZ Trade and Enterprise
  • $1.269 million for an expense transfer to 2016/17 for Russia-Belarus-Kazakhstan Free Trade Agreement (RBKFTA) funding for agricultural cooperation
  • transfer of $1.500 million for a transfer to NZ Trade and Enterprise in 2014/15 for Saudi Agribusiness Research Programme
  • fiscally neutral transfer of $566,000 for funding shortfall in Departmental Output Expense Administration of Diplomatic Privileges and Immunities
  • transfer of $2.502 million to New Zealand Antarctic Institute as a capital contribution for Scott Base improvements
  • carry forward $2 million of underspend to 2015/16 and 2017/18 for the World War 1 Centenary Programme.

Reasons for Change in Appropriation

This appropriation will decrease by $1.452 million to $7.662 million in 2013/14 due to a move from full cost recovery to marginal costing services provided New Zealand government department and agencies co-located with the Ministry at overseas posts. This decrease is partially offset by an increase of $160,000 from foreign exchange and overseas inflation.

Small Island Developing States Conference: Support to Samoa (M34)

This new appropriation was established in 2013/14 to provide a capital contribution to the New Zealand Antarctic Institute for the remodelling and upgrading of Scott Base to create improved facilities for visitors and new on-base science facilities to support current and future demand for Antarctic research.
