Note 1 - This measure has been moved to "How performance will be assessed for this appropriation" because it applies to both the High Court and District Court. Both category 3 and 4 cases commence in the District Court. Category 3 cases proceed and are resolved in both the District Court and the High Court.

Note 2 - The Sexual Violence Court Victims Advisors are funded through the District Court Services category of the Courts, Tribunals and Other Authorities Services, including the Collection and Enforcement of Fines and Civil Debts Services (multi-category appropriation) in Vote Courts. This measure has been transferred from that appropriation.

Reasons for Change in Appropriation

Collection and Enforcement of Fines and Civil Debts Services

This category has increased by $680,000 to $59.073 million for 2017/18 due to:

  • an increase of $454,000 for additional capital charge on the revaluation of land and buildings as at 30 June 2017
  • an increase of $206,000 due to delays in practical completion of the Christchurch Justice and Emergency Services Precinct, and
  • an increase of $20,000 for employees seconded to other government agencies.

District Court Services

This category has increased by $5.356 million to $247.255 million for 2017/18, due to:

  • an increase of $3.009 million due to delays in practical completion of the Christchurch Justice and Emergency Services Precinct
  • an increase of $1.745 million for additional capital charge on the revaluation of land and buildings as at 30 June 2017
  • an increase of $725,000 received from the Justice Sector Fund for improving the Justice response to victims of sexual violence
  • an increase of $120,000 funded from revenue received for employees seconded to other government agencies, and
  • an increase of $62,000 to facilitate the sale and lease-back of the New Plymouth Court House land.

Offset by:

  • a decrease of $305,000 to allow for movements in the allocation of Ministry overheads in the 2017/18 financial year.

Senior Courts Services

This category has increased by $857,000 to $67.418 million for 2017/18 due to:

  • an increase of $538,000 for additional capital charge on the revaluation of land and buildings as at 30 June 2017
  • an increase of $221,000 due to delays in practical completion of the Christchurch Justice and Emergency Services Precinct, and
  • an increase of $98,000 for employees seconded to other government agencies.

Specialist Courts, Tribunals and Other Authorities Services

This category has decreased by $5.949 million to $83.112 million for 2017/18 due to:

  • a decrease of $8.163 million due to the transfer of Judicial and Statutory Officers sitting fees and related expenses to Non-Departmental output expense - Tribunal Related Fees and Expenses.

Offset by:

  • an increase of $782,000 for the services relating to the Maori Land Service
  • an increase of $712,000 for additional capital charge on the revaluation of land and buildings as at 30 June 2017
  • an increase of $582,000 due to delays in practical completion of the Christchurch Justice and Emergency Services Precinct, and
  • an increase of $138,000 for employees seconded to other government agencies.
