The Public Service Act (2020) requires government departments to publish Long-term Insights Briefings, at least once every three years.
The purpose of these Briefings is to increase the public service’s focus on the long term, by making publicly available:
- information about medium and long-term trends, risks and opportunities that affect or may affect New Zealand and New Zealand society, and
- impartial analysis, including policy options for responding to these matters.
The topics for the Briefings selected by departmental Chief Executives, must take into account matters they consider particularly relevant to the functions of their department; two or more Chief Executives may give a joint briefing. There is also a requirement that agencies consult publicly on both the scope and draft of the Briefing.
The Long-term Insights Briefings are part of a range of stewardship reports published by the Treasury.
