  • Treasury Report T2009/1070: Pandemic Influenza: Economic Impact and Treasury Preparedness (April 2009) was prepared in response to human cases of H1N1 influenza being confirmed in New Zealand, and the World Health Organisation raising the level of influenza pandemic alert to phase 4 (‘sustained human-to-human transmission’).
  • Treasury Report T2005/2024: Avian Influenza Pandemic – Issues (November 2005) provides an overview of the Treasury's involvement in the Government’s pandemic planning and preparedness and discusses to the potential economic issues raised by the threat of an H5N1 (avian) influenza pandemic.

Each report refers to a 2006 Treasury Policy Perspectives paper Impacts of a Potential Influenza Pandemic on New Zealand’s Macroeconomy that modeled the potential economic impact of a severe influenza pandemic in New Zealand. That modeling work was based on a ‘maximum credible event’ scenario, as developed by the Ministry of Health, and was aimed at informing cross-government pandemic planning and preparedness.
