On 5 March 2002 the Treasury released a report outlining the costs and benefits of subsidising private health insurance in New Zealand.

Note: On 8 December 2004 the Treasury also released a Treasury report: Ministerial Briefing - Choice & Affordability: A Proposed Rebate for Health Insurance (Southern Cross) (T2004/1892, 14 October 2004) as part of the Health Funding and Insurance information release.
