In April 2009 and April 2013 the Treasury released information relating to the Regulatory Review Programme.

In 2009 the Government established a Regulatory Review Programme to advance reviews of major regulatory regimes.  Reviews selected for the programme were those with significant effects on productivity and pervasive economic impacts.  The initial selection of reviews was informed by a cross-government review of regulatory quality in 2007-08 and from public feedback on particular regulatory regimes. Documents in this release include Cabinet papers and minutes of decisions relating to the government's regulatory review programme.

A number of other processes have now taken over from the Regulatory Review Programme as the means by which the Government identifies, seeks stakeholder input and progresses priorities for regulatory reform.  These include:

  • the establishment of the Productivity Commission to conduct in-depth inquiries and make policy recommendations to improve productivity and support the overall well-being of New Zealanders, and
  • the setting of regulatory stewardship expectations that require departments to monitor, review and report on the regulatory systems in which they participate, and the requirement that major regulatory departments publish information on their regulatory management strategy, the state of their regulatory stock and their regulatory priorities for the year ahead.
