In December 2004, the Treasury released briefings given by Treasury officials to the Minister of Finance on two reports by separate health-related organisations in October 2004.

The reports contained proposals on long-term healthcare funding (by the Health Funds Association of New Zealand) and on health insurance (by Southern Cross Medical Care Society).

These Treasury reports respond to the proposals in these reports and do not canvass all of the issues.
