COVID-19 Response and Recovery Fund Reporting Information Release

This page contains reports provided by the Treasury to the Minister of Finance on the status of initiatives funded by the COVID-19 Response and Recovery Fund. 

Please note that:

  • The data collections took place from 29 June 2020 – 30 September 2020 and then in January 2021. More up-to-date information on initiatives funded through the COVID-19 Response and Recovery Fund can be found on the respective agencies’ websites – see Agency Reporting below.
  • The data was provided by agencies and the Implementation Unit in the Minister of Finance’s office used agencies’ data as it was provided. 
  • The Treasury did not undertake any quality assurance on this data.
  • The collation of the data and reporting of it was a manual process. This has resulted in a few inconsistencies across the documents.
  • Agencies did not review the material that was collated into the Implementation Unit Ministerial Slide Packs.  However, agencies have subsequently reviewed the material for this information release. This has resulted in comments being included in some documents. The Treasury has honoured agencies’ requests to redact material in light of the agency being the source of the data. 
  • Where there is a table that reports percentage of spend, this does not necessarily mean slow progress but can be due to the funding covering outyears allocation and/or contingency.

The information in this proactive release does not accurately reflect progress on He Poutama Rangatahi (HPR) initiatives. Although CRRF funding enabled HPR to expand from regional areas only to include urban areas such as Auckland, Wellington and Christchurch, funding was only available from 1 July 2020.  While urban applications were being progressed, providers in Auckland were also affected by the COVID-19 lockdown in August 2020. In addition, HPR applications from regional areas continued to be processed and approved under HPR’s Budget 2019 appropriation.
