CBAx is the Treasury's cost benefit analysis tool. It consists of a spreadsheet model that contains a common database to help agencies complete cost benefit analysis. Budget 2017 required cost benefit analyses for most Budget proposals.

The Treasury is now releasing a selection of the CBAx models. These models are being released for the purpose of learning and building a set of practical applied examples using the CBAx model, and transparently sharing the assumptions about the difference that spending proposals make for New Zealanders. These particular CBAx models were prepared in support of proposals that received funding in Budget 2017.
We recognise that agencies undertook their modelling under tight timeframes. The models being released are those that aided in the decision-making process. As such, they represent a point-in-time analysis, and so are based on the information that was available to agencies at the time. They may cover early options and therefore may differ from the final advice and decisions. Some of these models may have also been approached as a reverse analysis (more information on reverse analysis is available in the CBAx User Guidance). Final decisions are set out in Summary of Initiatives in Budget 2017.
We welcome suggestions on the CBAx tool, and can learn from practical experiences of applying CBAx. The Treasury anticipates refreshing the CBAx tool on an annual basis and any improvements will be included. Please contact [email protected] with comments and suggestions.
