In November 2016 and May 2017 the Treasury released reports prepared for the Ministers of Finance and Health that analyse the performance of District Health Boards (DHBs) against a set of financial and non-financial indicators.
The analysis informs Treasury’s risk assessment of DHBs and the advice Treasury is required to give, jointly with the Ministry of Health, to the Ministers of Finance and Health on annual plans. Documenting this analysis in the form of annual overview reports informs Treasury’s Budget and other advice.
These reports are not a substitute for the performance monitoring of the sector carried out the Ministry of Health or the formal accountability arrangements that apply to DHBs. Nor do they try to provide a comprehensive view of health sector performance.
