As part of the Strategic Assessment, or as part of developing the Strategic Case for a business case, we recommend that agencies use the Business Case Scoping document to agree the business case approach with their Monitoring Agency or Treasury Vote Analyst.

This discussion agrees:

  • the business case pathway (what business case stages are required, eg IBC/DBC/ImBC / SSBC/ImBC)

  • the decision pathway (what decisions are required and who must make them, eg Cabinet)

  • methods (and tools) and effort required for the business case   

  • assurance pathway, including project eligibility for Gateway reviews, and requirements for Assurance Plans and Independent Quality Assurance (IQA).

For projects or programmes assessed as High Risk through the Risk Profile Assessment process, a completed Business Case Scoping document, the Strategic Assessment and Investment Logic Map are required for discussion at the Business Case Start-up clinic.
