Overview of the Vote#

The Minister of Research, Science and Technology is responsible for appropriations in Vote Research, Science and Technology (RST) of a total of $768 million, a net increase of $23 million, primarily related to the Government's economic agenda. The budget will commit an additional $306 million for the Government's economic agenda over four years, including new and reprioritised funding. Appropriations in the Vote RST for the 2010/11 financial year cover the following:

Departmental Appropriations

  • Nearly $22 million (3% of the Vote) is principally for advice and contract management on RST that supports New Zealand's knowledge base, its capacity to innovate, to manage contracts and agreements within Vote RST and delivers on the outcome for science and technology transforming New Zealanders' wealth and wellbeing. Funds have been allocated for the cost impact associated with the amalgamation of the Ministry of Research Science and Technology with the Foundation for Research Science and Technology. Excluding the amalgamation cost impact, the departmental appropriation for MoRST represents 2% of the Vote.

Non-Departmental Appropriations

  • In late 2009, the Government set priorities for Vote RST, to reflect its broader economic growth agenda. The science investment priorities are reflected in changes to individual appropriations. The previous appropriations had become numerous and complicated. The revised set of appropriations is more explicit about where the Government invests in research and what research outcomes are sought.
  • Priority investment within science research outcomes is nearly $566 million (74% of the Vote) in 2010/11. These science investment priorities are high value manufacturing and services, biological industries, energy and minerals, hazards and infrastructure, environment, and health and society.
  • Priorities that underpin a successful science system are nearly $164 million (21% of the Vote) in 2010/11. These priorities include access to modern national research facilities, international relationships, Vision Matauranga capability fund, Marsden Fund and fellowships.
  • Total non-departmental Operational Funding will rise from $730 million in 2010/11 to $758 million by 2013/14.

Capital Appropriations

  • A total of $16 million (2% of the Vote) has been allocated for capital investment through a Budget 2009 decision. The capital investment is for the continued operation of the Kiwi Advanced Research and Education Network (KAREN) which is managed by the Research Education Advanced Network New Zealand Limited (REANNZ).
