From the Estimates of Appropriations 2015/16 in Budget 2015, Vote Labour Market was created from a merger of Vote Labour, Vote Immigration and Vote ACC, and incorporated the employment appropriations from Vote Economic Development and Employment.

Overview of the Vote#

Vote Labour Market is a merger of the following former Votes: Vote Labour, Vote Immigration, Vote ACC and the Employment appropriations of the former Vote Economic Development and Employment.

The Minister for Tertiary Education, Skills and Employment is responsible for policy advice and related outputs funding for the 2015/16 financial year that comprises:

  • a total of over $2 million for policy advice and services to support the Minister of ACC
  • a total of just under $4 million for policy advice and services to support the Minister for Tertiary Education, Skills and Employment
  • a total of just over $7 million for policy advice and services to support the Minister of Immigration, and
  • a total of just over $8 million for policy advice and services to support the Minister for Workplace Relations and Safety.

The Minister for ACC is responsible for appropriations in the Vote for the 2015/16 financial year covering the following:

  • a total of $120,000 for purchasing services to manage the residual long-term responsibility related to the Crown's on-going risks resulting from the introduction of the competitive accident insurance market during 1999/2000
  • a total of just over $944 million to cover the estimated cost of injury prevention, claim processing, assessment, payment services and case management, public health acute services, medical services, social rehabilitation, elective health care and contracted services for claims on the Non-Earners' Account
  • a total of just under $108 million to cover the estimated cost of injury prevention, claim processing, assessment, payment services and case management, public health acute services, medical services, social rehabilitation, elective health care and contracted services for claims by non-earners on the Treatment Injury Account
  • a total of just under $27 million to cover the cost of income maintenance, independence allowance, and other compensation payments for claims on the Non-Earners' Account, and
  • a total of just under $13 million for provision of income maintenance, independence allowance, and other compensation payments for claims by non-earners on the Treatment Injury Account.

The Minister for Tertiary Education, Skills and Employment is responsible for appropriations in the Vote for the 2015/16 financial year covering the following:

  • a total of just under $4 million for the provision of employment information including facilitation services, and
  • a total of just over $2 million for the Maori and Pasifika Trades Training Consortia.

The Minister of Immigration is responsible for appropriations in the Vote for the 2015/16 financial year covering the following:

  • just under $236 million for Immigration Services, 81% ($192 million) of which is to be funded by third party revenue
  • just under $19 million for Refugee and Protection Services, 15% ($2.9 million) of which is to be funded by third party revenue
  • just under $2.4 million for Regulation of Immigration Advisers, 31% ($745,000) of which is to be funded by third party revenue.

The Minister of Immigration is also responsible for Crown revenue in the Vote for the 2015/16 financial year of a forecast total of under $11 million in non-tax revenue.

The Minister for Workplace Relations and Safety is responsible for appropriations in the Vote for the 2015/16 financial year covering the following:

  • a total of just over $34 million for provision of employment relations services, including support services provided to employment relations institutions
  • a total of over $15 million for shared services for WorkSafe New Zealand
  • a total of just under $88 million for the purchase of services from non-departmental providers in relation to the Employment Relations Education Contestable Fund, collection of the Health and Safety in Employment Levy, and for workplace health and safety
  • a total of just over $6 million for other expenses including write-off for non-recovered hearing fees, impairment and write-off of debt fees, members' fees, salaries and allowances of the Employment Relations Authority and Remuneration Authority members, subscription to the International Labour Organisation, promotion of equal employment opportunities and better relations through the Joint Equal Employment Opportunities Trust, and for the New Zealand Industrial Relations Foundation, and
  • a total of just under $6 million in non-departmental capital for WorkSafe New Zealand Capability Change Programme.
