The Treasury is undertaking a multi-year review and update of the Better Business Case (BBC) and Gateway frameworks, to ensure they remain fit for purpose and deliver value for Ministers and Cabinet.
Why is the Treasury doing this work?
The Treasury has decided to update the BBC and Gateway frameworks in response to feedback from stakeholders that business cases are too long, take too much time and cost to develop, and are not presented in a way that supports Ministers and Cabinet to make well-informed timely decisions.
In response to this feedback, the Treasury was directed to undertake a full review of the BBC and Gateway frameworks to ensure these are fit for purpose [GOV-23-MIN-0037 refers]. A commitment to review the BBC framework and associated investment planning products was also made in the Infrastructure Action Plan.
What outcomes is the Treasury seeking from this work?
The key outcomes sought from this update are shorter business cases that are faster to produce, and contain the key information needed by Ministers and Cabinet to make well-informed and timely decisions throughout the investment lifecycle.
The goal is for high-quality investment planning to support the efficient delivery of investments to the agreed timeframes, budget and scope.
