A baseline review is a “deep dive” into a ministry’s financial performance, and is completed jointly by The Treasury and the relevant ministry. The outcome of a baseline review is to get a better understanding of the current spend, assist in assessing reprioritisations and future funding needs. It’s particularly relevant to assisting the Minister of Finance in completing the annual Budget allocation.
