Social Housing Transfers

The Social Housing Reform Programme is designed to get more people in need into quality social housing.

The Treasury’s role includes providing advice and guidance on the programme and its initiatives, as well as:

  • managing the transfer of some Housing New Zealand properties and tenancies to community housing providers, to help grow the community housing sector and encourage innovation to better meet tenants’ needs.
  • alongside the Ministry of Social Development, managing a Request for Information process to identify further opportunities for social housing.

Social housing transfers

Social housing transfers are designed to get fresh thinking on how tenants are supported and how properties are managed. Any properties transferred remain in social housing.

The Government is considering the potential transfer of up to 2500 social houses and tenancies in Christchurch - for more information see Christchurch social housing transfer.

The transfer of 1138 social houses and tenancies in Tauranga was completed on 1 April 2017 - for more information see Social housing transfer in Tauranga.

Where Housing New Zealand properties and tenancies are transferred to a new landlord, the tenancy agreements do not change. Tenants continue to:

  • be housed for the duration of their need
  • have their eligibility assessed by the Ministry of Social Development
  • have the same rights as they do now, with the new provider having the same responsibilities that Housing New Zealand has now.

Community housing providers are regulated and monitored by the Government. While the ownership of the social houses may change, nothing changes for the tenants. Their rent remains the same, as do their rights, and they remain eligible for social housing for the duration of their need.

Request for Information: Identifying Further Opportunities for Social Housing

The Treasury and the Ministry of Social Development are managing an ongoing Request for Information to identify further opportunities for the supply or transfer of social housing, particularly in areas of high demand.

The Government wants to hear from parties interested in:

  • the transfer of existing Housing New Zealand properties and tenancies for ongoing social housing purposes
  • redeveloping land they own, or intend to acquire, for new social housing or a mix of social and affordable housing in high-demand areas.
