Understanding the Crown's Commercial Portfolio

The Commercial Operations group is responsible for monitoring the Crown’s interests as a shareholder in or owner of organisations that are required to operate as successful businesses, or that have mixed commercial and social objectives. The aim of this section is to assist your understanding of the types of organisations within the Commercial Portfolio and their relationships with shareholding Ministers.
There are five broad categories of organisations:
- State-Owned Enterprises
- Crown Research Institutes
- Crown Financial Institutions
- Crown-Owned Entity Companies
- Companies the Crown Holds Shares in (including Mixed Ownership Model companies)
There are some other entities established by legislation that do not fall into these categories. The Treasury monitors only one of these entities, the National Provident Fund, which is subject to the National Provident Fund Restructuring Act 1990. For the purposes of the Treasury’s monitoring, the National Provident Fund is treated as a Crown Financial Institution.
