Capital Intensive Agencies

This page lists the Cabinet-approved list of agencies deemed to be capital-intensive for the purposes of capital asset management expectations, which are set out in Cabinet Office Circular CO(10)2.

Since 2007 Cabinet has expected higher standards of asset management performance from capital-intensive agencies. Capital intensive agencies are typically those departments and Crown agents that manage asset portfolios over $1 billion, or otherwise manage assets that are critical to the delivery of key government services, like the systems that underpin benefits and revenue systems in MSD, IRD and Customs.

From time to time Cabinet determines that certain departments and Crown agents are capital-intensive for the purposes of the CAM expectations.

Crown Agents

  • Accident Compensation Corporation
  • District Health Boards
  • Housing NZ Corporation
  • NZ Transport Agency
  • Tertiary Education Commission (for tertiary education institutions)

Departments

  • Department of Conservation
  • Department of Corrections
  • Inland Revenue Department
  • Ministry of Education
  • Ministry of Foreign Affairs and Trade
  • Ministry of Health
  • Ministry of Justice
  • Ministry of Social Development
  • NZ Customs Service
  • NZ Defence Force
