Released 7 Sep 2009. The National Infrastructure Unit today released a document 'Infrastructure: Facts and Issues. The Treasury has developed this as a basis for engagement with targeted stakeholders while it works towards developing the first National Infrastructure Plan.
Government to Extend Retail Deposit Guarantee
Released 25 Aug 2009. The government today announced that it will extend the Retail Deposit Guarantee Scheme to 31 December 2011 and change some of its terms and conditions. The current scheme ends on 12 October 2010.
Public Sector Financial Management Capability Survey - Information Release

Preparing Reports on Non-departmental Appropriations: Guidance and Requirements for Administering Departments
Released 16 Jul 2009. This guidance document sets out what is expected and/or required of administering departments in preparing reports on behalf of their Ministers in relation to non-departmental appropriations in accordance with section 32A of the Public Finance Act 1989 (the PFA).
Influenza A (H1N1) Pandemic: Potential Economic Impact
Released 14 Jul 2009. The Treasury has released a report it prepared for the Minister of Finance on the potential impact of the influenza A (H1N1) pandemic on the New Zealand economy.

Pandemic Influenza: Economic Impact and Treasury Preparedness
Released 18 Jun 2009. The Treasury has released a report to the Minister of Finance on the potential economic impact of an influenza pandemic. The report was prepared on 29 April 2009 in response to human cases of H1N1 influenza being confirmed in New Zealand, and the World Health Organisation raising the level of influenza pandemic alert to phase 4 (‘sustained human-to-human transmission’).

Released 10 Jun 2009. The Treasury has released details of an institution approved under the Crown retail deposit guarantee scheme. This institution signed a Crown deed of nomination on 8 June 2009: Guardian CashPlus Fund.
Primary Health Care Contribution to Health System Sustainability - Information Release
Released 9 Jun 2009. The Treasury has released an internal discussion document titled How can Primary Health Contribute Better to Health System Sustainability?: A Treasury Perspective. This paper was cited by the OECD in its report on the 2009 Economic Survey of New Zealand.

Released 29 May 2009. The Treasury has released documents that provide more information on the impact of the eleven-year contribution holiday on the capital contributions and the size of the New Zealand Superannuation (NZS) Fund.

Budget 2009 - Budget Speech
Released on 28 May 2009. The Budget Speech is the Minister of Finance's speech at the start of Parliament's Budget debate. The Speech generally focuses on the overall fiscal and economic position, and how the government will fund its policy priorities.

The Treasury has published its Statement of Intent 2009-2012 which is part of the Finance and Government Administration sector volume of the Information Supporting the Estimates of Appropriations for the Government of New Zealand for the Year Ending 30 June 2009.
Budget 2009 - Documents
Released 28 May 2009. The Budget 2009 home page has been updated with links to all Budget documents, including the Fiscal Strategy Report, Estimates of Appropriations 2009/10, the ten sector volumes of the Information Supporting the Estimates 2009/10, and the Supplementary Estimates of Appropriations and Supporting Information 2008/09 and to additional Treasury Budget information such as the Key Facts for Taxpayers.
2009/10 Domestic Debt Programme (NZDMO)
Released 28 May 2009. The New Zealand Debt Management Office (NZDMO) announced today details of the Government’s 2009/10 domestic debt programme.
Budget 2009 - Minister's Executive Summary
Released 29 May 2009. The Executive Summary is the overview of all the Budget information and contains the key points for the media and general public. It summarises the government's spending decisions and generally focuses on issues raised in the Budget Speech, Budget Economic and Fiscal Update and Fiscal Strategy Report.
Budget Economic and Fiscal Update 2009 (BEFU)
Released 28 May 2009. This document includes Treasury's overall economic forecasts and forecast financial statements of the Government.
Retail Deposit Guarantee Scheme - Institutions Approved on 20 May 2009
Released 22 May 2009. The Treasury has released details of two institutions approved under the Crown retail deposit guarantee scheme. These institutions signed a Crown deed of guarantee or Crown deed of nomination on 22 May: Direct Broking Call Account, Marsden Point Refinery Credit Union.
Increase to the 2008/09 Domestic Debt Programme and Introduction of a New Government Bond (NZDMO)
Released 4 May 2009. The New Zealand Debt Management Office announced today an increase to the 2008/09 Domestic Debt Programme and introduction of a new Government Bond.

Treasury Working Paper - The Contribution of Foreign Borrowing to the New Zealand Economy
Released 16 Jul 2008. The Treasury has released its third Working Paper for 2008 - The Contribution of Foreign Borrowing to the New Zealand Economy (WP 08/03) by Anthony Makin, Wei Zhang and Grant Scobie. This paper views New Zealand’s current account deficits as symptomatic of an economic growth process in which the rate of the economy’s capital accumulation exceeds its domestic saving rate. Expansion of the domestic capital stock attributable to foreign saving leads to higher national output and national income per head, net of the servicing cost of foreign capital.
