Disclaimer for Research and Policy Publications

A disclaimer applies to papers in three of the Treasury's research and policy papers series: Working Papers, Analytical Papers and Policy Perspectives Papers.
The Treasury's aim in publishing the current Working Papers and Analytical Papers series, and the discontinued Policy Perspectives Papers series, is to make these ideas and analyses available to a wider audience and to inform and encourage public debate, with the ultimate aim of informing our policy advice.
The papers are, or have been, commissioned or submitted for publication as part of the Treasury's core function in developing and providing advice to the Ministers. The papers include work undertaken by staff at the Treasury and other government departments, as well as work undertaken for the Treasury by external researchers or consultants.
The papers do not themselves represent policy advice.
The views, opinions, findings, and conclusions or recommendations expressed in these papers are strictly those of the author(s). They do not necessarily reflect the views of the New Zealand Treasury or the New Zealand Government.
