A special disclaimer applies to papers in the Treasury's Working Papers and Policy Perspectives Papers series.
The Treasury's aim in publishing the Working Papers and Policy Perspectives Papers series on the Treasury web site is to make these ideas available to a wider audience and to inform and encourage public debate, with the ultimate aim of informing our policy advice.
Working Papers and Policy Perspectives Papers are commissioned as part of the Treasury’s core function in developing and providing advice to the Minister of Finance. They include work undertaken by Treasury staff as well as work undertaken for Treasury by external researchers or consultants. The papers do not themselves represent policy advice. The views, opinions, findings and conclusions or recommendations expressed in these papers are strictly those of the author(s) and do not necessarily represent, and should not be reported as, those of the New Zealand Treasury.
