Media Statement: New executive appointments at the Treasury

19 April 2013

The Treasury has made two new appointments to its Executive Leadership Team:

  • Cath Atkins has been appointed Deputy Secretary Growth and Public Services, leading the Treasury’s work in economic growth, education and skills, labour market and welfare, infrastructure, resources, regulation and tax strategy.
  • Bill Moran has been appointed Deputy Secretary Strategy, Change and Performance, with responsibility for the Treasury’s overarching economic strategy and corporate functions.

Cath Atkins

Cath Atkins has held a range of senior leadership positions since joining the Treasury in 1999. With a background in economics and international trade, her work has spanned policy areas ranging from market intervention, growth, competition policy and regulation to labour markets, welfare and State sector performance. She was also responsible for setting up the New Zealand Productivity Commission.

Cath's international experience includes participating in a range of APEC discussions on competition policy and representing New Zealand at the OECD on regulatory reform. She also worked as part of a team leading development of the Trans-Tasman Mutual Recognition Act, the legislation for mutual recognition of employment standards and occupations, supporting closer economic ties between New Zealand and Australia.

Cath has previously led the Treasury's strategic policy function and Economic Performance Group as the Acting Assistant Secretary. She is known for driving change and is a passionate advocate for the Treasury's vision to raise living standards for all New Zealanders.

Bill Moran

Bill Moran joined the Treasury in 1985 and is a highly experienced policy maker and advisor. Over the last eight years he has led work for the Treasury across macroeconomic and fiscal policy, tax strategy and State sector management, most recently as Acting Deputy Secretary, Macroeconomics, International and Economic Research. Prior to this he spent seven years as Principal Economic Advisor to the Minister of Finance.

Bill is a champion for ensuring the Treasury's work is informed by external views, and involving New Zealanders in the policy process. This has included initiating a major conference in 2009 to shape public discussion and policy development on tax reform, and leading a wide-ranging public engagement programme to test the assumptions and analysis for the Treasury's 2013 Long Term Fiscal Statement.

Bill is involved in a variety of community and voluntary sector initiatives. He is Deputy Chair of New Zealand Football, Chair of the organising committee for the FIFA Under 20 Men's World Cup, which will be held in New Zealand in 2015, and Founding Chair of the Play It Strange Trust, a schools-based youth development initiative.
