Presentation material for Barry Duncan's lecture presented at the Treasury on 22 February 2016.

The New Zealand Government, like most governments, wants to ensure that its spending is effective. Linked to this is a growing awareness of a group of people who have high needs and are hard to engage.

PCOMS is one tool that can effectively address this situation, involve the client in their care and identify those people at risk of a negative outcome. The Partners for Change Outcome Management System (PCOMS), included in SAMHSA's National Registry of Evidence based Programs and Practices, improves outcomes by incorporating the most robust predictors of success into an outcome management system that partners with clients while honouring the daily pressures of front-line clinicians. PCOMS provides an early warning system that identifies clients who aren't responding to therapeutic business as usual, allowing new directions to be collaboratively charted. This approach has international clinical evidence of its impact and has been used effectively with a range of service providers in New Zealand. Dr Duncan will explain the research and impact of using PCOMS – especially with people who have been described as hard to engage. Robyn Pope- Manager Practice and Development at Wesley Community Action and certified trainer in PCOMS will bring the New Zealand experience of applying PCOMS in different social settings, including client videos.
