Abstract

The presentation will describe some of the challenges of establishing a politically acceptable model of Public Private Partnership (PPP), while exploring the local drivers that make PPPs a necessary instrument for investment in public infrastructure. It will reflect on the history of the Private Finance Initiative in Wales, and examine recent forays into Non-profit models.

About Steve Davies

Steve is Head of the Innovative Finance Team in the Welsh Government Treasury, which leads work on PPP policy and Better Business Cases. Before working in the Welsh Government he spent eight years with the UK Foreign Office at its Representation to the EU in Brussels, and two years with the European Commission as a Trade Negotiator at the World Trade Organisation in Geneva.
