Crown Purchase of Toll New Zealand Rail and Ferry Business Information Release

In September 2008 the Treasury released documents at the request of the Minister of Finance’s office relating to the Crown’s purchase of Toll New Zealand’s rail business (now renamed KiwiRail) on 1 July 2008.

As the Treasury was not directly involved in this transaction, many of the documents originate from elsewhere, especially from the Minister of Finance's office and ONTRACK which owns and manages New Zealand’s rail network on behalf of the government.

The documents listed here cover two phases: the ultimately unsuccessful discussions over a revised National Rail Access Agreement between the Treasury and Toll from late 2006 to mid 2007; and the acquisition process, led initially by ONTRACK, starting from around late August 2007 and completed on 1 July 2008.

Some of the content of these documents has been deleted where this is considered necessary to protect the privacy of natural persons or where the information is commercially sensitive.
