This is an internal discussion document which was cited by the OECD in its Economic Survey of New Zealand 2009. The paper is largely supportive of the goals of the Primary Health Care Strategy, but identifies some limitations in its implementation. The paper also suggests several different scenarios for institutional settings that could help to better achieve the Strategy's goals.
This paper was prepared as an internal Treasury discussion document. It contains analysis and new ideas intended to stimulate debate and to be used as a resource by the Ministry of Health when they consider further policy development in the primary care area. The paper does not represent Treasury advice to Ministers or formal government policy.
