New Zealand's 2020 Emission Target: Treasury Advice Information Release

In August 2009 the Treasury released documents that comprise Treasury advice to the Minister of Finance relating to the recent decision on New Zealand's 2020 emission reduction target.

International negotiations on a climate change agreement to follow the Kyoto Protocol are due to conclude in Copenhagen in December 2009. One of the critical decisions to be made by the government in this context is New Zealand's 2020 emission reduction target.

On 10 August 2009 Climate Change Ministers Hon Nick Smith and Hon Tim Groser announced an emissions reduction target range of 10% to 20% below 1990 levels by 2020.

The documents listed below comprise the main elements of the Treasury’s advice to the Minister of Finance in relation to this decision.

Deletions to Documents#

Some of the content of the documents in this information release has been deleted,
where it is considered necessary to:

  • avoid prejudice to the security or defence of New Zealand or the international relations of the Government of New Zealand;
  • enable the Crown to carry on negotiations without prejudice or disadvantage;
  • protect the confidentiality of advice tendered by Ministers of the Crown and officials;
  • maintain the effective conduct of public affairs through the free and frank expression of opinions; or
  • protect the privacy of natural persons, including deceased people.

Where these deletions have been made, the reason for the deletion has been inserted as a reference.
