The Strategy Primer

Strategy matters. Good strategy allows Ministers and senior managers to understand and endorse specific goals and plans of action.

The Treasury has developed a Strategy Primer to help departments and Crown entities develop good strategies. The Primer sets out principles for designing, executing and updating strategies. The Primer helps you assess the results of current strategies and make course changes. Overall, the Primer will help you identify how major strategies can be improved.

The Strategy Primer was developed with the help of the Department of the Prime Minister and Cabinet and the State Services Commission.

  • 1. Focus on big, tractable issues ('Do we really need this strategy?')
  • 2. Target significant change for New Zealanders
  • 3. Use evidence to justify big interventions
  • 4. Be clear about what will happen, when (and at what cost)
  • 5. Lay out clear governance, feedback and adjustment processes
