Cross Agency Initiatives Process: Guide for Public Service Agencies

4  Roles and Responsibilities

4.1  Governance Model

This section sets out the governance model for CAIP and provides an explanation of the major components.

Figure 1 sets out the governance model within which the CAIP exists.

4.2  Expenditure Control Committee and Cabinet

The Expenditure Control Committee and Cabinet will consider joint submissions to undertake AOG and cross agency initiatives as proposed by the Minister of Finance, the Minister of State Services and the relevant sponsoring Minister. The relevant sponsoring Minister will usually be the Minister of the agency leading the AOG proposal.

4.3  Ministers

The Government has agreed that funding applications for AOG and cross agency initiatives be brought to Cabinet jointly by the Minister of Finance, the Minister of State Services and the relevant sponsoring Minister.

This process is to encourage the development of robust and supported initiatives for Cabinet consideration that are genuinely AOG or cross agency and have potential for high returns on investment.

4.4  Chief Executives’ Governance Group

The Chief Executives' Governance Group is seeking to maximise value for money through providing advice on State Sector reform initiatives to the benefit of both the whole public service and individual agencies.

The Chief Executives’ Governance Group will provide their advice on the proposals to ensure that the most robust proposals go forward to Ministers and Cabinet. The Chief Executives’ Governance Group plays a vital role in seeing that practical proposals, applicable across the State Sector, are developed.

4.5  Lead Agency

The Lead Agency is the agency developing the proposal and may be any State Sector entity. The Lead Agency may be developing a proposal in cooperation with a number of other agencies or in consultation with other agencies.

Each proposal must demonstrate a robust governance structure, including a steering group. The steering group for each CAI initiative gaining funding will report progress to the Cross Agency PMO to enable the Chief Executives’ Governance Group, the Minister of Finance, the Minister of State Services and Cabinet to be kept informed of progress.

Steering groups are to govern agreed individual projects on-time, on-budget to deliver the benefits intended and will be fully responsible for the successful delivery of the initiative as agreed by the Government.

Steering group membership is to be based on the skills necessary to deliver the outcomes.

4.6  Cross Agency PMO

The Cross Agency PMO is to assist the Minister of Finance, the Minister of State Services and Cabinet on AOG and cross agency initiatives and in the administration of CAIP. In pursuing this role the Cross Agency PMO:

  • undertakes future planning on government reform initiatives
  • assists in the assessment of AOG and cross agency initiatives seeking funding
  • monitors and oversights specific AOG and all CAIP funded initiatives
  • reports progress to the Chief Executives' Governance Group, the Minister of Finance, the Minister of State Services and Cabinet, and
  • provides a focus for sharing lessons learned from across government.

The Cross Agency PMO supports the operations and work programme of the Chief Executives’ Group on Value for Money and will support the proposed Chief Executives’ Group on Government Business Reform.

The Cross Agency PMO will also provide project/programme management advice to other areas of Treasury and will provide a focal point for knowledge sharing across the State Sector in this speciality.
