2 Overview
2.1 Purpose of CAIP Guidelines
The CAIP Guidelines:
- outline the Government's policy on the funding of all-of-government (AOG) and cross agency initiatives
- articulate the Government's expectations of Chief Executives of public service entities regarding AOG and cross agency initiatives, and
- sets out the role of the Cross Agency PMO in assisting Cabinet and agencies.
2.2 Purpose of CAIP
The purpose of CAIP is to encourage the development of AOG and significant cross agency initiatives with potential to harvest higher returns on investment both in savings and improved outcomes for New Zealand citizens, and to leverage potential economies of scale.
The CAIP works independently of the Budget process. The Cross Agency PMO will advise agencies of any issues that require consideration within the Budget process as a consequence of CAIP.
2.3 What is the role of Treasury?
The Treasury is responsible for supporting the Cabinet and Ministers on AOG and cross agency initiatives through the operation of a Cross Agency PMO.
The responsibilities of the stakeholders are outlined further in Section 6 of this document.
2.4 Process requirements
These Guidelines set out the:
- process and documentation by which agencies work with the Cross Agency PMO
- criteria for assessment of funding applications for AOG and cross agency initiatives
- decision-making process, processes for monitoring and reporting on initiatives that gain funding through CAIP, and finally
- roles and responsibilities of the stakeholders.
