Presentation material for the second seminar in the 2013 Investment Statement Seminar Series - Managing and Insuring Public Assets presented by Greg Scollum, Assistant Auditor-General, Accounting and Auditing Policy and Ann Webster, Assistant Auditor-General, Research and Development at the Treasury on 30 August 2013.

In the lead-up to release of the 2013 Investment Statement, Treasury is holding a series of seminars aiming to foster interest in, and discussion on, balance sheet matters as well as the sharing of knowledge across the public sector and beyond. By building interest and fostering debate on themes such as agency performance, capital management, and risk management, it is our hope that a sound platform will be provided for release of the Investment Statement by the end of 2013.

The second seminar in the series is a presentation by Greg Schollum (Assistant Auditor-General, Accounting and Auditing Policy) and Ann Webster (Assistant Auditor-General, Research and Development) of the Office of the Controller and Auditor General (OAG).

The seminar will canvass the OAG's observations based on information it collected about a broad cross-section of entities in the Public Sector, including local government. It will also invite audience discussion on participants' own experiences and approaches to asset management and insurance of public assets.

This session will be of particular interest to Chief Financial Officers, financial and management accountants, and all managers of risk and capital stock in the public sector and local government.

Bios of Presenters

Greg Schollum, Assistant Auditor-General, Accounting and Auditing Policy

Greg joined the OAG in September 2004. He is responsible for the Accounting and Auditing Policy group, which encompasses auditor appointments, quality assurance, auditing policy, and accounting policy across all sectors within the Auditor-General's audit mandate.

Greg was a member of the Financial Reporting Standards Board of the New Zealand Institute of Chartered Accountants for eight years, and has served on numerous working groups and committees of the Institute. Between 2004 and 2008 he represented New Zealand on the International Public Sector Accounting Standards Board (IPSASB) of the International Federation of Accountants. He is currently a member of the New Zealand Accounting Standards Board (NZASB).

Greg is a fellow of the Institute and gained his Business Management Studies qualification from the University of Waikato. Before joining the OAG, Greg was the Chief Financial Officer for Greater Wellington Regional Council and prior to that an Audit Director with Audit New Zealand.

Ann Webster, Assistant Auditor-General, Research and Development

Ann joined the OAG in 1999 as a sector manager in the Local Government Team and has been the Assistant Auditor-General, Research and Development since 2004. She is responsible for leading the OAG's response to change in relation to public sector governance and accountability; and for facilitating and co-ordinating the research and development and product development for the OAG.

In the role she has led work in public sector performance and financial management; governance accountability reporting; asset management; fraud prevention and deterrence; and financial analysis and information analysis initiatives.

Her experience prior to joining the OAG has been in central and local government organisations in corporate planning, policy and research. Ann has a Bachelor of Arts; a Diploma of Social Science Research and a Masters of Public Policy from Victoria University of Wellington.
