Registrations open to attend lock-up for Budget Update - 100-Day Plan

Event Details

As announced by the Minister of Finance, there will be an update on the Budget and the Government’s 100-Day Plan on Thursday 14 December 2017. The Government’s Budget Policy Statement and the Treasury’s Half Year Economic and Fiscal Update 2017 (HYEFU) will be published on that date.

Interested journalists and analysts are invited to register their interest to attend an embargoed briefing under lock-up conditions which will be held at the Banquet Hall, Parliament, Wellington.

The lock-up will be held from 10:30am until 1:00pm on Thursday 14 December. The doors will open at 10:00am.

Treasury Secretary, Gabriel Makhlouf, will give a presentation prior to the documents being distributed for around one hour’s reading time.

The Minister of Finance, the Hon Grant Robertson, is expected to arrive at around 11:45am to give a presentation, before opening the floor to questions.

As in previous years, priority for seats at the lock-up will be given to national and international media organisations and to economic and financial analysts attached to either financial institutions or national organisations that provide relevant specialist advisory services.

Registration of interest to attend is an acknowledgement of accepting the embargo terms and conditions shown below.

Numbers are restricted by the space available. Although we will make efforts to accommodate everyone, the number of people attending from any one organisation may be limited and some registrations may be declined.

Note that the Half Year Economic and Fiscal Update 2017 and the Budget Policy Statement will be available on the Treasury website at or shortly after 1.00pm on Thursday 14 December 2017 at:

Lock-up terms & conditions

Attendance at this event is by invitation only and is limited by available space.

Registered journalists and analysts are free to arrive at any time after the doors open at 10:00am. Please note that once the lock-up begins at 10:30am attendees will not be permitted to exit until the embargo is lifted at 1:00pm.

By registering to attend, you agree to respect the rules of the lock-up. These rules apply to all analysts, journalists, camera crew, technicians, and support staff.

  • No information (including but not limited to text, voice, images or data) may be transmitted, received or released in any form during the lock-up until after the embargo is lifted at 1.00pm on 14 December 2017. Please note this includes social media too.
  • Mobile phones do not need to be surrendered before entering the lock-up, but must be turned off or switched to flight mode until the embargo is lifted.
  • Other than escorted visits to the bathroom, no one will be permitted to leave the venue once Half Year Economic and Fiscal Update 2017 and Budget Policy Statement information has been distributed or presented.
  • Treasury staff attending the lock-up will announce the end of the embargo, which is when information may be transmitted and people may leave the venue.
  • In the unlikely event that the building has to be evacuated before 1.00pm due to an emergency, the embargo will not be lifted and attendees should leave the building immediately.
  • Compliance with the embargo provisions is a serious matter. Any organisation or individual found to breach the embargo provisions may find that s/he and the organisation that s/he represents will be declined permission to attend future lock-ups organised or hosted by the Treasury.
  • Camera crew: If your news organisation requires camera crew and equipment at the lock-up, please indicate that with your RSVP.
