Vote Building and Housing

RESPONSIBLE MINISTER FOR MINISTRY OF BUSINESS, INNOVATION AND EMPLOYMENT: Minister for Economic Development

Overview of the Vote

Three Ministers are responsible for appropriations in this Vote.

The Minister for Building and Housing is responsible for appropriations of:

  • just over $82 million for providing services relating to performance and monitoring, residential tenancies and unit titles, professional engineering advice and assessment, delivering regulatory and control services for the building industry under the Building Act 2004 and related consumer information, maintaining registration and licensing regimes for building practitioners and electrical workers, administration of the Weathertight Financial Assistance Package, facilitation of Crown Land development and support for special housing areas and providing information to increase health and safety in residential rental properties
  • over $3 million for the operation of emergency and temporary accommodation and matching and placement services for people displaced by the Canterbury earthquakes and provision of services to residents of Christchurch affected by the Christchurch earthquakes
  • just over $13 million for the purchase of housing related services from Housing New Zealand Corporation (HNZC) and a total of just under $86 million to enable the provision of HomeStart for people who meet the required eligibility criteria
  • just over $4 million for payment to banks under the Weathertight Services Financial Assistance Package, and for the expense reflecting the guarantee fee subsidy under the Weathertight Services Financial Assistance Package Loan Guarantee scheme
  • just under $13 million for multi-category appropriations for policy advice and other support to Ministers relating to building and housing including social housing, and
  • $100 million for contributing to the development of housing in Auckland.

The Minister Responsible for HNZC is responsible for appropriations that total just over $1 million, and are intended to achieve the effective and efficient administration and management of properties held under the Housing Act 1955.

The Minister for Social Housing is responsible for appropriations of:

  • under $37 million to aid in the provision of safe, healthy and affordable homes through the purchasing of services from, or supporting of providers of social and/or affordable housing, the provision of rent relief to service provider tenants of Community Group Housing properties, and the administration of the Community Housing Regulatory Authority
  • just under $6 million for the acquisition, modernisation or reconfiguration of HNZC state houses, and
  • just under $1 million to fund administering the Legacy Social Housing Fund.
