This appropriation is limited to the purchase or development of assets by and for the use of the Ministry for Primary Industries, as authorised by section 24(1) of the Public Finance Act 1989.

Reasons for Change in Appropriation

Departmental capital expenditure is projected to fall in 2011/12 by $8.967 million to $18.808 million mainly due to delays in the design and development of the National Animal Identification Traceability (NAIT) system ($800,000), wine e-certification project ($720,000), Joint Border Management System (JBMS) with New Zealand Customs ($4.986 million), and system for trans-Tasman transfer of x-ray images of checked-in baggage ($2.000 million). Capital injections for these projects have been transferred from 2011/12 to 2012/13.
