Objectives of the Vote

The Government's priority is to build a more competitive and productive economy. Growing New Zealand's economy depends on the success of the primary sector. The work undertaken within Vote Primary Industries has a critical role to play in facilitating the improved economic performance of New Zealand's primary sector. Vote Primary Industries encompasses all government work across the agricultural, horticultural, fisheries and aquaculture, food and forestry industries, as well as biosecurity.

The objectives of Vote Primary Industries are to improve primary sector performance through:

  • supporting innovation in the primary sectors, and deliver effective policies to improve the uptake of more productive and value-add practices by producers;
  • ensuring recent legislative reforms help to unlock the potential of the aquaculture industry;
  • advance Maori primary sector productivity through improving the governance and capability of Maori primary sector interests;
  • providing advice on legislation to allow Fonterra to change its capital structure to permit dairy farmers to trade their shares among themselves;
  • supporting the development of sustainable limits to natural resource use, and allocation approaches that better reflect the costs of using those resources;
  • supporting irrigation initiatives to improve productivity and sustainable use of water resources;
  • providing advice on settings in the Emissions Trading Scheme for the best ways to address forestry and agriculture;
  • continuing development of the Joint Border Management System to provide the information systems needed to improve trade and travel across the border while managing risk appropriately;
  • delivering the National Animal Identification and Traceability (NAIT) project to establish traceability of livestock and improve responsiveness to biosecurity events and provide assurances to export markets;
  • working with industry to develop Government-Industry Agreements on how to prepare for and respond to harmful pests or diseases.
