Overview of the Vote

The establishment of the Science and Innovation portfolio has resulted in Vote Research, Science and Technology being renamed Vote Science and Innovation from 1 July 2011.

The Minister of Science and Innovation is responsible for appropriations within the Vote of a total of $773 million, a net increase of $5 million. Appropriations in the Vote for the 2011/12 financial year cover the following:

Departmental Operating Appropriations
  • Nearly $36 million (5% of the Vote) is principally for leadership and contract management on Science and Innovation that supports New Zealand's knowledge base, its capacity to innovate, to manage contracts and agreements within the Vote and deliver on the outcome for science and innovation transforming New Zealanders' wealth and wellbeing.
Non-Departmental Operating Appropriations
  • Priority investment within science research outcomes is $707.490 million (92% of the Vote) in 2011/12. The main six science and innovation investment priorities are high value manufacturing and services, biological industries, energy and minerals, hazards and infrastructure, environment, and health and society.
  • Priority investment that underpins a successful science system is $28.171 million (3% of the Vote) in 2011/12. These priorities include access to modern national research facilities, international relationships, Vision Matauranga capability fund, Marsden Fund and fellowships.

Two boards, a science board and an innovation board-comprising leaders from these sectors have been established. The boards will make independent funding decisions and will advise MSI and Government on the shape and direction of the science and innovation sector.

Capital Appropriations
  • Just over $2 million on information systems for the Ministry of Science and Innovation.
